RUTOS INAUGURATION SPEECH

 

 

During the inauguration of the new Kenyan President ,Dr William Samoei Ruto , his speech pointed on several key priority issues that his government will address .

.In this article we will look at the key issues that were addressed in his speech .The key issues included strengthening the independence of institutions ,economic freedom and strengthening the foreign ties.

The following are the issues that the president gave account to;

1.HAILING THE JUDICIARY AND THE IEBC

The fifth President of KENYA praised the commendable job that the judiciary showed during the entire electoral process .In his statement he recognized the chairman of the IEBC as a hero as a result of delivering credible elections to KENYANS.

Ruto also praised the Judiciary for raising the integrity bar during the execution of the judgement of the petition against the election .

(a). Rutos Promises To The Judiciary And The IEBC

Ruto promised to strengthen the independence of the judiciary. RUTO pledged to appoint the six judges who had been presented to the outgoing president by the JSC. Ruto also promised to increase the budgetary allocation to the judiciary with an additional 3 billion annually .Ruto claimed that this will greatly help the judiciary by increasing the number of small claims courts. He also added that this will also help in enabling the judiciary in completion of the  7 high courts in the remaining seven counties . In his remark he said this will fastrack the judgement of the many corruption cases in the courts. The increase in allocation will also aid in increasing the human resource improvement in the judiciary.

Ruto also promised to support the IEBC by increasing the technology capacity to handle elections effectively from the  MCAs position to the President position.

2. RUTO TO THE CANDITATES WHO PARTICIPATED IN ELECTION

Ruto also commended his opponent the Former Prime Minister Raila Odinga and his running mate Martha Karua for being a worthy opponent in the concluded election .He also commended all  the youths who also took part in running for positions in the election .In his speech he encouraged the youth who failed to secure position ,and encouraged them not to despair as it is a lesson learnt .In his speech he recognized how he started his political journey after his completion of his university education .Ruto praised the youths for not allowing themselves not to be used as violence tools in the just concluded elections.

3.SPECIAL THANKS TO THE HUSTLERS MOVEMENT

Ruto thanked all the voters who voted and stood with him. He praised his allies who stood by him despite the constant political hardships he faced before the election .In his speech the massive support by the election agents ,the voters  were the main reason he secured the win.

4.RUTO ON STRENTHENING THE PUBLIC SERVICE COMISION

Ruto mention the several instances where the security agents and public service agents tried to influence the outcome of the elections .In realization of such antics, Ruto promised his administration will strengthen the PSC independence and promised the institution will not be used by any political errands .Ruto also promised to increase the financial independence of the security service by engaging in reforms that will allow the Inspector General run his office independently.

5.RUTOS ADDRESSING ON THE ISSUE OF FOOD AND TRANSPORT PRICES

The prices of food was a great debate tool during the campaign period. In Rutos address ,he claimed the subsidy programmed that had implemented was costly  and was meant to entice voters to vote his opponets .Ruto therefore promised to put new reforms so as to ensure the prices of the commodity become more affordable .He promised that his administration will help in empowering producers so as to subsequently lower the high food prices .Notably ,he promised that the government will start supplying fertilizers to the farmers at a cost of Three thousand five hundred shillings from a cost of six thousand shillings .The fertilizer will mainly supplied to the KTDA to supply it to the counties that will receive the short rains.

Ruto also noted the famine issue in the country ,his administration pledged to work with the affected counties for a solution .

6 .JOB CREATION

Ruto addressed few strategies which his administration will implement to solve the issue of unemployment especially among the youths .The following are some of the measures he promised to take;

a .Lessen The Burden Of Applying Lots Of Business Licences

In an effort to encourage more investors Ruto promised to put reforms that will allow more Kenyans engage in enterprise development. He promised the KRA will be ran more professionally and in a more business friendly way so as to allow more business people to pay taxes

B .Reforming The Credit Reguratory Berueau(Crb)

The president noted the millions blacklisted at the CRB ,which makes it difficult for people not to access credit. In his speech ,he promised to put another system that will reduce the blacklisting of people trying to access credit.

C .Hustler Fund

Ruto promised his administration will implement the (Hustler Fund) which shall be dedicated to the financing of medium and small enterprises through chamas ,saccos and  cooperatives . This will make credit available on affordable terms that do not require unnecessary collateral.

D .Social Affordable Housing Project

Ruto promised the actualization of the affordable housing project that will offer employment in a wider range of sectors .The project will offer employment opportunities to the youth in the vocational training centres and  along the  entire construction chain.

E .Resumption Of Activities At Mombasa Port

Ruto promised the resumption of port activities at Mombasa port so as to increase job opportunities to the coast population.

F. Construction Of 20 New Markets In Nairobi County

The president promised to partner with the Nairobi county government to construct 20 new markets so as to create more employment opportunities.

7.HEALTH

On matters health the President promised to increase the human resource in the health sector. He also stated that NHIF insurance will be paid by each Kenyan according to his individual pay.

8.STRENGTHENING DEVOLUTION

Ruto stated that during the period he served as the Deputy President he has noticed the importance of devolution .Ruto promised that his administration will effect the timely disbursement of fuinds to the county government .He also promised that the national government will collaborate with the county government in order to fasttrack development

9. EDUCATION

Ruto notable concern on education was the roll out of the new CBC curriculum. Ruto said he will establish a taskforce that shall engage the public through public participation so as to acertain the plight of the new curriculum.

10. DIASPORA WELFARE

The President appreciated the role played by the citizens in the diaspora .Ruto promised that his administration shall form a parliamentary committee that shall address the welfare of the diaspora. He also promised to engage the IEBC in registration of the citizen in the diaspora as voter

11. REGIONAL INTERGRATION

President Dr Ruto promised Kenya shall strengthen nits ties with the neighbouring countries so as to improve the economy of Kenya .He mentioned that outgoing president shall continue chairing the EAC so as to assist his administration in regional economic development.

12. ADRESSING THE CLIMATE CHANGE ISSUE

Ruto promised his government shall put great measures in ensuring there is increase in using the renewable energy .He stated that Africa has a greater potential in production of renewable energy .
