INSIDE RUTOS MEGA PLAN ON HOUSING





Did you know Kenya has a deficit of 2 million house units and the numbers increase by 200,000 each year. Similarly, only 50,000 new units are constructed each year. In the realization of these the Ruto administration promised Kenyans to address the issue through the housing agenda in their manifesto.

The Kenya Kwanza administration has encompassed the provision of affordable housing in its plan. The enrollment of these program is aimed at creations of jobs, offer affordable housing to its citizen and to try to scale the prices of construction materials down. The plan as outlined in their manifesto (The Plan) is to deliver 200,000 houses yearly. In their administrations plan to achieve this the governments will do the following;

1.     County government involvement in provision of land

2.     Policy reforms on housing funding

3.     Private companies’ involvement by providing them with the land, subsidized construction materials and provision of foundational infrastructure such as sewage systems and roads

4.     The government will also construct some of the units

5.     The government will also help private companies to get buyers of their properties.

 

County government involvement

The county governments are required to facilitate the program by providing land to the national government for construction of the house units. The land provided will be used by both the government and private developers in the construction of the units. During an event in Rongai, the President said they intend to begin with the construction of 5000 units in each county and progressively increase the number of units.

Policy reforms on house funding

Among their strategy in achieving the housing agenda, the administration will rally a motion in the parliament to create a mandatory house funding. This policy will be important in servicing of mortgage by the private developers

Private public Partnership

The government will depend on the private developers in the implementation of these program. In the partnership the government will assist the developers by providing them with support and in the construction of foundational infrastructure such as feeder roads and sewage system. The private land owners as long as their house will be at the level of affordable house the government will support them by standardizing the purchase of building materials and cutting the value added tax (VAT)

Government funded affordable house construction

The government will also construct some of the units. In this plan the government will fully fund its operation. This will be mainly house units at the level of social housing and affordable housing.

How will this project plan help Kenyans if actualized

The project aims to create jobs in the construction value chain. The housing plan potential to create jobs for artisans, manufacturers and service providers is great. The project aims to reduce the housing deficit in the country by constructing 200,000 new units from the current 50,000. Half of the units will be in the level of social and affordable housing while the other half will be for the consumers who can afford more costly houses. The project also aims in the reduction of agricultural land encroachment and subsequently consolidate more land for agriculture.

 

The government plan if made to be actualized will greatly aid in providing affordable houses to Kenyans, create job opportunities and help to standardize the price of construction materials.
